Mathis Bill to Fund Services for the IDD Community Signed by Governor

Sacramento – This weekend, Governor Newsom signed AB 2423 (Mathis – 2024), which requires the Department of Developmental Services (DDS) to biennially review and update the service rates provided to caregivers who service those within the IDD Community.

“With the signing of AB 2423, the IDD Community scored an important & long-overdue victory. For too long now, the rates provided to the DDS regional centers have been too low, preventing these centers from hiring adequate staff or providing critical services to the IDD Community. With AB 2423 becoming law, DDS estimates that funding to local regional centers can increase by up to $1.6 Billion, which will be critical in ensuring that our IDD Community gets the support they deserve. The treatment and care for those within the IDD Community is not, and should not, be a partisan issue. I thank all members of the Legislature for their unanimous support for AB 2423 and I look forward to continuing to work across the aisle to ensure that the IDD Community has the resources they need to live healthy and thriving lives,” said Assemblyman Mathis.

Although this bill does not have a financial impact on the State budget because there is no funding mandate, we appreciate the Governor’s supporting our individuals with intellectual and developmental disabilities by ensuring the Department of Developmental Services rate transparency,” said Ron Killingsworth, Director of Legislative Affairs for Promoting Self-Worth.
