Capitol Updates

Monday‚ June 15 is the Constitutional Deadline for the Legislature to pass the state budgetand put it on the Governor’s desk. The state is facing an estimated $18 billion deficit.
Budget negotiations have been between “The Big Three‚” which is Sacramento lingo forthe Governor‚ Senate pro Tem and the Speaker of the Assembly – all members of thesuper majority party. This means we will get more of the same – a lot of proclamation of abalanced budget.
In reality‚ there will be gimmicks and shell games to paper over the deficit. Below aresome key dates to keep on your radar as we head into the summer:

➤July 2: The deadline for legislative committees to review bills before the Legislaturetakes its summer recess.
➤August 3: The Legislature reconvenes from summer recess.
➤August 31: The final deadline for all legislative proposals to pass both the Assemblyand the Senate and head to the Governor’s desk for his consideration.
Four of my legislative proposals have successfully made it to the Senate‚ entering the finalstages of the lawmaking process.
➤AB 2090 (Small Estates): Helps families save money by reducing administrativecosts by increasing the dollar threshold to qualify as a small estate. This will allowsome low‑value estates to skip costly accounting and bond requirements. This bill iscurrently in Senate Judiciary Committee.
➤AB 2199 (Power of Attorney): Updates‚ clarifies and improves the state’s Power ofAttorney form to modernize rules for digital accounts and assets‚ consistent with the
revised Uniform Fiduciary Access to Digital Assets Act. This bill is currently on theSenate Floor.
➤AB 2167 (Tribal Land Protection): Expands my legislation from last year (AB 1485)to ensure that tribal lands held under tribal corporations receive the same taxexemptions. This bill is currently in Senate Revenue and Taxation Committee.
➤AB 2538 (Hospice Care Oversight): Protects taxpayers and vulnerable patients bytightening oversight on Medi‑Cal hospice billing to prevent fraud and improveaccountability. This bill is currently in Senate Health Committee.
