Appropriates $287 million (for a federal/state total of $495 million) for the developmentally disabled (DD) community, their provider network, and services they need to become independent and functioning members of the community. Allocates funding to the State Department of Developmental Services (DDS) to, among other things, increase rates and wages for certain developmental services providers and fund incentive payments for competitive integrated employment opportunities and internships for individuals with DD. Prohibits the Department of Health Care Services (DHCS) from collecting the retroactive 10% cut, colloquially known as the clawback, to Medi-Cal reimbursement rates made to Distinct-Part Skilled Nursing Facilities (DP-SNFs) as part of the AB 97 cuts in the 2011 Budget.
